  16. <p>Germany's main parties reach agreement on a new asylum policy
  17. </p>
  18. <p>     The door is not closed yet, but there is finally a move to
  19. narrow the entry. After months of seeking consensus, Chancellor
  20. Helmut Kohl's ruling coalition and the opposition Social
  21. Democrats have come to terms on a revision of Germany's liberal
  22. asylum laws. The parties insist that the fundamental right of
  23. asylum for the persecuted has been preserved. But the new
  24. provisions will allow the government to turn away individual
  25. asylum seekers who enter Germany from a nation that observes the
  26. Geneva Convention on refugees. Prospective claimants passing
  27. through Poland or Czechoslovakia, for example, on their way to
  28. Germany can be returned to those countries. The move,
  29. politicians hope, will stem the influx of foreigners and reduce
  30. xenophobia.
